when or where are the 2014 winners posted

[2014 Winners]

I questioned the winners of the bikes in 2014.  We were walking out and i know I heard Rick Vandre was the last winner of the bikes.  When he called, they said he was not a winner, but I am certain his name was called.  Where are the winners names posted?
Also, this is the third time of this request, but I get no reply, why?
